You are invited to submit a proposal for the development of a Stormwater Management Ordinance and Master Plan for Jefferson County, Indiana in accordance with the requirements set forth in the attached Request for Proposal (RFP).

Jefferson County is one of the oldest of Indiana's counties, named in 1811 in honor of President Thomas Jefferson.  Jefferson County is located in the southeastern part of Indiana, approximately 30 miles northeast of Louisville, KY, 80 miles southeast of Indianapolis, IN, and 60 miles southwest of Cincinnati, OH.  The population of Jefferson County is approximately 32,500 and encompasses 360 square miles.  The industry in Jefferson County includes manufacturing and industrial uses, tourism, retail, medical uses (including one hospital), recreational uses (including one state park), and educational uses (including two colleges).
This RFP is being issued to solicit certain documents from qualified firms to develop Jefferson County’s Stormwater Management Ordinance and Master Plan for the project as outlined in the attached RFP. A response to this RFP is no guarantee that the firm responding will be awarded a contract to perform services, but only that the responding firm wishes to be considered.

Questions regarding this RFP should be submitted via email to by 4:00 pm on Monday, 25 April 2022. Questions, answers, and any necessary modifications to the RFP will be distributed by email to all by Monday, 2 May 2022 .

If you intend to respond to the RFP, a letter of intent, which is not binding but will greatly assist in planning for proposal evaluation, should be submitted by e-mail no later than Monday, 2 May 2022 at 4:00 pm.

Your proposal and supporting documentation must be received not later than Monday, 9 May 2022 at 4:00 pm per the instructions in the attached RFP.

We anticipate that the consultant’s firm whose proposal is selected as a finalist for the   Jefferson County’s Stormwater Management Ordinance and Master Plan will be notified no later than Friday, 20 May 2022.  All firms submitting a proposal will be notified of the County’s decision and requests for additional information may be made at this time.
